It is reported that the US city of Richmond, Virginia is to benefit from changes to its procurement system after concerns were raised over security.
City council president William J Pantele has sought legal advice over the apparent practice of "unauthorised commitments", writes local wesbite inRich.com.
An audit, released by city auditor Umesh V Dalal, suggests that public funds could be used without authority to gain goods and services
Chief financial officer of the city Harry E Black said: "As appropriate, I want to introduce a rewrite of the city's procurement laws that will reflect the separation of executive and legislative operations."
The changes, which may clear up concerns raised in the audit, could be implemented after advice from the city attorney Norman Sales.
Richmond is the capital of Virginia and has around 200,000 citizens as well as acting as host to five million visitors every year.
