The decision to implement a new and updated eprocurement system within Stoke-on-Trent city council was made because the old technology needed a "refresh", according to project manager Paul Atkins.
Speaking to IT Week, Mr Atkins said the previous system was inefficient, slow and unable to provide all of the data required, such as income, output and expenditure at neighbourhood levels.
The council has agreed to implement a £1 million, four-year programme of modernisation to update the existing mainframes, which are over two decades old.
Physical systems throughout the department are set to be replaced by March next year, while business processes are scheduled for completion by December 2008.
"The challenge comes in changing business behaviour, but I think that is something we are well equipped to take on," Mr Atkins remarked.
"It will not all happen before the next financial year, but we will continue to improve over time."
The system is being provided by Civica, which specialises in software for the public sector.
