There are great opportunities to create jobs using social inclusion clauses in public procurement contracts, the Scottish government says. Hundreds have jobs have already been created thanks to the Glasgow Housing Association's (GHA's) £750 million investment plan, according to its Community Benefits in Procurement report. A further 225 jobs and training opportunities are set to be created under Raploch Urban Regeneration Company's (URC's) plan to build 900 new homes. The report was informed by five pilot schemes run by Dundee City Council, Falkirk Council, Inverclyde Council, as well as GHA and Raploch (URC). Better opportunities can be made for those who need them most, the government suggested, with many posts being filled in these two examples by those who were previously unemployed. Cabinet secretary for finance John Swinney said: "Public procurement can change lives for the better and make Scotland a wealthier and fairer place. "Targeted recruitment and training clauses can increase labour market participation for those who need it most." GHA's core objectives include providing modern housing services and sustainable homes in successful neighbourhoods.
