Planned eprojects from the Philippine government have been delayed by a number of problems, it has been claimed.
The country's Commission on Information and Communications Technology commented on the nature of these difficulties at a recent discussion on government procurement organised by the department of science and technology and ICT for Development in the Philippines, news portal Inquirer.net reports.
Commissioner of the CICT Tim Diaz de Rivera said: "The common reasons for project delays given by the implementing agencies of egovernment funded projects vary from failed biddings, to delay in the release of funds, project modifications, change in project management and problems with the service providers."
He added that difficulties during the procurement phase has damaged some initiatives, while the news site stated that government representatives and those from industry at the discussion agreed with the observation of that only five of 36 projects planned by the fund have been completed.
Last week, president Gloria Macapagal-Arroyo announced the planned establishment of a Procurement Transparency Group under the Government Procurement Policy Board.
