Contracts with an Optimised Contractor Involvement (OCI) approach to procurement may be used on the forthcoming Crossrail project.
The delivery and procurement strategy for the£16 billion Crossrail project to construct a rail line through central London is being developed by former Highways Agency procurement director Steve Rowsell., according to Contract Journal.
Cross London Rail Links executive chairman, Douglas Oakervee, has dismissed the possibility of Early Contractor Involvement (ECI) contracts being used, stating that there are some weaknesses in the model.
Addressing the Civils 2007 Conference, Mr Oakervee said: "The delivery and procurement strategy for all the contracts is under discussion, but I would be surprised if they were very far removed from the NEC contract that civils have got."
Mr Oakervee is head of Cross London Rail Links Limited (CLRL), the company responsible for the Crossrail project and is one of Britain's top civil engineers.
OCI contracts are similar to the NEC format used in the civil engineering industry and are easy to understand for contractors. The Crossrail procurement process is scheduled to take place between 2008 and 2009.
