The state of New York has awarded a five year enterprise license agreement (ELA), which allows it to standardise public sector organisations on a common software infrastructure.
Social service is improved through the enterprise approach by putting citizens at the centre of the system, according to the state.
It is hoped that the new enterprise system will out-perform the traditional siloed-system approach in a number of sectors. These include level of operating costs, the simplification of business procedures, improved customer service and a reduction in error and fraud.
John Kost, managing vice president of Gartner Government Research Worldwide, said:"As government realises the value of enterprise architectures, it must be in a position to effectively execute them.
"A major impediment for many governments is the willingness of the procurement process to allow enterprise licensing agreements as a means toward this end.
"These types of agreements allow states to create a standard software template across agencies in order to improve service to citizens and increase operational efficiencies while virtually eliminating the inflexibility and time consumption of having to conduct a competition every time software is needed."
The contract has been awarded to Dublin-based Curam Software.
